Professor Charlie Cain has been sent by the U.S. Senate to investigate the various sovereignty groups in Hawaii and bring back a recommendation on controversial legislation pending in Congress that may recognize Native Hawaiian rights.  But when Charlie turns up missing, and is later found dead, his former student, law professor Erin Hanna, travels to Hawaii to hunt for his killer and to finish his work.  She joins forces with Hawaiian detective Tommy Kanahele, who has zeroed in on a prime suspect: Manu Pokui, self-proclaimed head of one of the leading sovereignty groups.  But Erin believes Manu is being set up. In order to prove his innocence, and to find out what really happened to Charlie, she must re-create his investigation – which sets her square in the sights of the real killers.
